I would slap on a counterbalance stock because 100 recoil direction feels GOOD on 540s.
- I would rather have CR than PR as you can 3-burst someone which still leaves 70% of the mag for CR to work. It will proc Kill Clip much faster. PM is nice but having to move constantly and then die and lose the two stacks aint worth it for me.

Yes, that helps KC, but that presupposes that users are good at getting and taking advantage of KC to begin with. Most regular pvp players would stand to benefit at least as much from a perk helping them get initial or any kills in pvp, rather than a perk that require them to kill (reload quickly after one, no less). KC doesn't even last that long, so it's best use in quick consecutive/successive engagements or the worst-case scenario for any player: being outnumbered. In the latter case, a damage perk that immediately triggers on kill, rather than a reload, is more survivable (e.g. GT).
So, in other words, if players were to still chase this pulse rifle for pvp even over 2.5 years after its re-debut, CR+KC may not be the perk combo that they can take advantage of optimally. In general it would behoove players to chase pvp combos that benefit them or their playstyle rather than them having to play into a combo. There is overlap and face-value similarity in these two paradigms, but the switch in mindset permits a player to improve their skills and item management better. Future reader: if you're great at kill-chaining, then CR+KC can be awesome for you and you can go nuts! I myself benefitted from using PM / Under Pressure + HIR in pvp (UP + FF is good for PvE).
