An addendum to my previous comment which I admit didn't really give Qullim's a fair chance- the reload doesn't feel THAT bad. It definitely hurts, but it's not enough to be an outright dealbreaker as I assumed numerically. And with the nerfs to Incandescent, I think it's worth taking a look at versus its competitors.

The Good:
-You can get the magazine pretty high with Runneth Over. However, I wouldn't really rely on it, as huddling around a large number of teammates with an LMG is relatively uncommon and most of the strength of Runneth Over comes from the seasonal mod. It's definitely a nice bonus when it does proc though.
-The base stats overall are pretty solid. The range is great, and can definitely be noticed, even among 360 rpm LMGs.
-Great selection of 4th column traits. Firefly and Headstone are both extremely solid. Killing Tally is also ok, but even with the larger-than-average magazine, I wouldn't recommend it in the current hot-swap-like-crazy meta.
-360s are reasonably effective in PVP and this one has a nice selection of perks in addition or being craftable/adept.
-Stasis weapons are easy to boost with Font of Might, even if heavy weapons don't receive the damage bonus against unshielded targets.

The Bad:
-Base reload speed is pretty bad, and there aren't a lot of options to fix it.
-3rd column trait selections are pretty weak, especially compared to options like Field Prep and Subsistence on competing LMGs. Stats for all is ok.
-LMGs feel solid stand-alone since the overall buffs a while back, but there aren't many instances of high-end content you are going to want to sacrifice a DPS heavy such as a linear to run one in. (Unless you are running divinity)
-Will likely never match GM burn (although this can be offset by font of might)

Conclusions and PvE Perk Recommendations:
There's plenty to like and dislike but if you're an LMG fan it might be worth looking into especially with the significant nerfs to incandescent which hit Fixed Odds pretty hard. I'd avoid Killing Tally over Firefly or Headstone, but if you are dead-set on running a damage perk over a chaining perk, that's your best option here.

Barrel- Arrowhead Brake
Magazine- Appended/Tactical Mag
First Trait- Stats for All/Ensemble
Second Trait- Headstone (for better chaining and stasis synergy), Firefly (for chaining as well as much more reliable reload), or Killing Tally (for those who really love their single target damage)

Worth mentioning that there are a lot of sources of forced reload nowadays (Rain of Fire being a personal favorite) that can be used to help avoid the issue of reload speed.

Extended Mag + Backup Mag Mod + Enhanced Killing Tally (+10 to mag) = 80 in mag + up to over 2x overflow from Runneth Over (or 2.25x from the seasonal mod) = High Impact 21% Delirium

It even gets 100 recoil direction with Arrowhead Break, what’s not to love?

Edit 1 (with TLDR): stats for all takes the reload speed from 5.97 seconds to 4.788 seconds which is the equivalent of having a 62 to 63 reload stat (thanks to the +35 reload stat from stats for all onto the 16 reload due to extended mag taking it to 51 reload stat (5.04 second reload time) plus the 0.95 reload time multiplier that it also grants taking the reload time down to 4.788 seconds (62 reload = 4.80 seconds, 63 reload = 4.77 seconds))
TLDR: stats for all absolutely sorts out the reload issue and grants additional bonuses which makes this the best PVE machine gun right now in my opinion
(P.S. it is also very easy to create stasis wells for font of might + stasis and kinetic weapons do 10% more damage against unshielded combatants)

Your math is a little off (killing tally+ is +10 to the magazine stat, it doesn't mean +10 magazine size, and the magazine gets hard capped at a certain point as well. Additionally, killing tally is still ok after the nerfs it’s really not that insane anymore. Is there a lot of overlap where you’d be near 5 people and using an LMG to take full advantage of the origin trait anyways?

As BruteSlayer said- the reload speed is painful. It’s not unusable but I can’t really recommend this in PvE over Recurrent Impact or Fixed Odds (or even Corrective Measure)

I've revisited this gun and made a more in-depth review after giving it a better chance. Comment listed separately.

You do realize delirium was great because overflow kept your killing tally stacks, not because the auto reload got you bigger capacity right? this gun does not compare.

That's still a pretty dope roll, though. Pair it with Stats for All and a reload MW for good measure.

At most you’re gonna be able to knock 2 seconds off of the reload time if you build the perks specifically around reload which I feel pales in comparison to having 160 in the mag with killing tally, plus stats for all negates the reload penalty for extended mag and then some

Tip: Firefly damage scales with the base damage of the weapon, so firefly on this MG does significantly more damage per explosion than it would on a scout or hand cannon (I.e. Doom of Chelchis) Pair that with stats for all (It procs on firefly damage to nearby enemies) and you have a crazy mg. The scope is also a 5/5, ultra clean red dot.

Godly with extended + backup mag mod + killing tally paired with the Rain of Fire exotic boots on Warlock. It keeps the tally and loads the mag.

is this guy the only person that thought of this?
well it negates the reload but one question because i dont have this exact roll and i didnt really test it and i dont know does rain of fire activate runneth over?
plus it keeps killing tally so i do believe this guy is VERY big brain

War Rig titan, friend. Passive reload whether you're firing or not, so tally always stays up. I'm crafting a roll with a stasis + war rig build in mind

As a machine gun, it does not excel at damage, in fact, in long dps phases, it really fals behind because of its fire rate and its best damage perk being killing tally, needing to use ammo on ads to get more damage. However, in PvP i find it incredible. My roll is crafted dynamic sway reduction and killing tally, and I feel really confortable using it against invaders in gambit (unless they're using xenophage, pls dont use xenophage). Just wish it had Target Lock for slightly more prolonged dps.

Ad clear: arrowhead brake, accurized, unrelenting, killing tally

Boss dps: fluted, extended mag, dynamic sway, firing line

Great lmg, but its a 360 :(
