PC perspective as of Witch Queen, for reference.
For starters, Regime varies wildly based on what perk you select on it, so I'll go for both.

The biggest thing that both versions have is a very solid, if somewhat inconsistent exotic perk, since the High Impact Reserves let's you reach out a smidge farther, and the health Regen can save your bum. With the Catalyst, you're also at 100 Recoil Direction, so this gun is pretty controllable. Overall, Regime has been a pretty big go-to for me for a pretty long time. This thing is really fun to use, in spite of ARs' unfortunate shortcomings and overall neglect from Bungie to give them much of anything.

My controversial opinion is that the worse of the two versions is Spinning Up. It's a less gimmicky Sweet Business that doesn't require you to pre-fire really early to be usable in the slightest. Unfortunately, the damage on Spinning up is significantly lower than other ARs, requiring an extra bullet, 2 even when Resilience is pretty high to put someone down. Of course, the rate of fire winds up, so there's a net benefit to your TTK, but it is more demanding than a standard 600 AR. Spinning Up also suffers from being a standard AR with only 60 Range. So you don't exactly reach super far. It's fun and occasionally pretty effective. But with the recent buff to the other mode... I don't see the point.

Now Dual Speed Reciever is in my opinion the better of the two options. It's a very very good 360 AR with 19 Zoom to help the I believe it's either 80 or 90 range stat when aiming be offset. Otherwise, the perk helps extend range and I believe allow more bodyshots, and you have a good option to prime someone for melee via a 600 RPM hip-fire. Very very good option that frequently does the 360 AR thing of catching people off guard.

Only other thing I'll say about this thing is that it's not great for PvE, unfortunately. So don't take it to that side of the game very often.

Originally I was disappointed when I received this from my Xur engram a few weeks back, but oh boy was I wrong. With the upcoming buffs to Auto Rifles, chances are this weapon will go from niche but good, to top tier. Some people may say i'm overselling the weapon, but this thing just carried me from 1400 to 2100 Glory PRE-buff. Can't wait for SotWorthy, because the SUROS Regime isn't going anywhere but up.

(Console) With the new update to auto rifles in PvP, this specific weapon went from being a decent AR to something else entirely. It is now a primary machine gun. It is able to reach a TTK as low as 0.47 seconds simply for holding down the trigger while simultaneously retaining the 0.7 second base TTK that other 600 RPMs now possess, a lethality rivaling pre-nerf Recluse. A Kill Clip-active weapon, special weapon, or really tactful team-shotting is the only way to counter this weapon now.

A lovely weapon. SUROS Regime can be easily leaned on in larger Crucible modes and is decently capable, if somewhat unimpressive, in PvE. Spinning Up is the better perk for most situations, I find; Dual Speed is better for long-range engagements and support fire, but in most situations, you're going to be using this as your primary weapon and fighting fairly aggressively. Needs no backup weapon; THAT'S how reliable it is.

super nutty with titans and warlocks. for warlock, it pairs very well with arc souls. with titan, pairs well with barricade. the important thing to note is that you should prefire before peeking. the ttk gets bananas.

Very slept on, suros recently received a buff on the Dual Speed Receiver which makes its TTK 0.1 second quicker than handcannons, with this in mind I do recommend it.
I wouldn’t recommend suros in PVE, No real reason to do but as previously said suros is a great choice for PVP.

In current meta, this thing honestly, just sucks. It's hard to say. But I genuinely think you're better off choosing other options.

Choosing spin up just makes it a bootleg, worse Sweet Business. Dual Speed Receiver still loses to other, better long range options. Sure it has healing, but it procs purely based on luck.

Everyone hates this because it's like the "OG" exotic from way back in D1 but it's so good in PVP. TTK low AF and you get nice life steal. It's okay in PVE, good for ad clear but doesn't do much against bosses and minibosses.

Decent for PVE and especially the new Battlegrounds to keep you alive. Dual Speed Receiver is an underrated sleeper in the current meta. DSR grants high-impact damage with perfect recoil for an easy 0.83s ttk out to 30 meters or more depending on controller or mouse input. Flinches snipers like a dream too.

Definitely thee best AR in a short to mid range area by far. Once spinning up kicks in it’s over for your opponents. In PvE. It’s meh. I like the Chroma Rush more in PvE.

this thing is a beast in PvP but is also crazy underrated in PvE if you use dual-speed receiver. Outputs more DPS throughout the time scale of the mag, and it much better than you think in PvE for this reason.

Spinning Up feels like a weaker Sweet Business, and Dual Speed Receiver makes this slow like a scout rifle. Runs out ammo really fast if you go for speed, and despite the high aim assistance the slower fire rate doesn't feel comfortable at all.
