A scout rifle with Demolitionist and Headstone? What more is there to say other than it is one of the few primary ammo weapons to have demo + headstone besides Unending Tempest which is a SMG or Horror Story which you can't even get anymore. It is locked behind Trials but with the new card of persistence it doesn't matter if you're bad at pvp you can still go get the gun.

Extended barrel, Tac Mag & Golden Tricorn, Hip Fire Grip user here for PvP, G Tri can be activated quite quickly to some effect in PvP with only the largest difference being made in TTK with a (single/double) surge mod on. If you happen to be very well adept at arc builds or use stasis shards often, this might be the one. Otherwise using something along the lines of Kill clip would work wonderfully.
Recoil is just a circle, but Hipfire grip enjoyers might seek to master it regardless as it can become a very large circle without any accuracy mods on. Past a Freehand grip, a targeting adjuster to combine with three or two accuracy mods on your helm works for better consistency if you are happening to come from DMT for the last few years.
In terms of perk quality, there are some perks out there that might fit what you want, starting with:

-Rapid hit, tends to just be the same as Tex stock but for critical hits. Remember though, your reload is cancelable, and thats probably your best bet on a rapid hit rifle.
-Enlightened Action, thats just a straight no unless you want to have any spare roll where you Know you will use Alacrity to its fullest (carries mainly)
-Outlaw, Your Reload is Cancelable. Use this if you prefer more of an aggressive playstyle, and this doesnt mean just to hipfire away. Aggressive as in counterstrafing, shadowboxing, hitbox manipulation etc. If you have played halo, you know what I mean.
-Keep away, eh... you could do that. This assumes that you are either supporting someone or can hit your shots (that you know aren't going to be one taps anytime soon. Solar hunter's radiant dodge is what comes to mind, but that's situational and an ability being used)
-Demolitionist. Demolitionist. or Stasis warlock, thats a good reason too for PvP.
-Discord... This is not the gun you are looking for (unless you enjoy primaries that are "Killstreak: The Gun" more often than most. This feels more PvE after a few Forbearance or Undercurrent shots.)
NEXT COLUMN
-Precision Instrument, the one when you know you are shooting a Hunter. No joke, Foundry says its a Tier 5 and below where you would feel this the most (assumed all bodyshots)
-Offhand strike, if you don't have the luck for hip fire grip, this is the one. Also cool if you have come straight from the DMT, albeit kill based.
-Headstone, the one if you cant catch a break from the revives. A final blow of a headshot makes a nice setup for either cover or to deny a rez. Stasis users might see more use from this and an aggressive play here and there from aspects. As of Seasoning from the Wish . com, these things blow out neat little bleak watcher shots on explosion (preferably yours) of about 20 or 40 slow stacks if your target is unlucky. Splits 5 ways, Minor tracking capacities.
-Explosive payload, the thing you use if you cant hit for shticks (me). Albeit a good perk right now, there is a bug where it cannot 3 tap most individuals to an error on damage calculations. Save this one, but master it in PvE first
-Cascade point, this ones cool but for gimmick plays. Particularly, glaives out of all special weapons for this to be used with, shotguns are the more obvious choice but the flavors are there.

best from High Stability, first-Range second-Handling
best from High Range, first-Stability second-Reload Speed
(UNOPTIMAL BELOW, bad luck protection choices)
best from High Aerial Effectiveness/A.E., first-Reload Speed second-Handling (Trust me, you aren't using Alloy Mag)
best from High Handling, first-Range second-Stability

PLEASE stop building into Hipfire, it is a trap for this scout rifle. Much like Long Arm before it, it is not Dead Man's Tale. It is a Scout Rifle. Treat this like you would any other scout, and you can find that it's actually entertaining.
Scouts still remain in a strange place in both PvE and PvP, but I'd say 120s feel the best out of all the archetypes. Maybe it's the gunfeelgood baked right into the archetype, I dunno. Regardless, you have some interesting ways to take this scout.
In PvE, Headstone is the big perk to chase. Combined with Demolitionist, it is a dream for anyone on a Stasis subclass. It's been proven with Unending Tempest, it's been proven with Horror Story. The perk combo is just good. Golden Tricorn can also put in work if Headstone doesn't drop. Kill Clip (it procs really fast due to how 120 scouts reload!) and Explosive Payload also get some brief shoutouts for being tried and true.
Of course, coming from Trials, the perk pool favors PvP.
Hipfire perks are a trap, stay away. Remember this is a Scout, not DMT.
Keep Away, Enlightened Action, Rapid Hit, Outlaw, all put in work. Kill Clip, Precision Instrument, Explosive Payload, there's a lot to work with.
Special attention to Cascade Point on double primary loadouts. I will gas this perk on Scouts. It's just funny to delete guardians from across the map once you get it rolling. Taraxippos is the only other scout with Cascade Point, and that just went away. This is staying around for a little bit.
One last thing; keep your 2/5 rolls, as this weapon will be come enhancable when The Final Shape rolls around, you will be able to fix the barrel and mag perks to fit your needs.

keep away and kill clip makes this feel amazing. I'm a degenerate DMT addict and this has replaced DMT for me because I can run it with devil's ruin in the new sandbox.

Absolutely solid for both PvE and PvP and will go for an adept. Keep Away/Explosive Payload feels really good for dueling and all around a solid choice for cross over play in sandboxes. Explosive Payload still 2head 1body despite the glitch, and uses two bullets instead of 4 for Tex Balanced Stock.

Hands down PvE Rolls would have to be a Kill Clip roll, or funnily enough Discord/Cascade point. 200rpm shots that refill the mag feels so nice when mowing down red bars, or chunking yellow's health from a distance.
