Let's break it down by 3 scenarios: boss damage, general PVE, and PVP.
We will start with the boring one, boss damage. First things first: special ammo weapons are not meta in boss DPS at this time. Your choice of power weapon is still the most important thing for most boss encounters. But of course, perks like ALH and Cascade Point on power ammo weapons leave some room for special ammo weapons to shine. As I am writing this review, the new perk Precision Instrument is the most popular 4th column-er. But when you take a closer look at it, you will realize that it's a TRAP on sniper rifles. Our good old friend Firing Line beats it in almost every possible scenario whenever there are 3+ people. After some calculations, you may notice that even old friend Vorpal beats it in most cases, without even considering that Precision Instrument does not tolerate ONE missed shot. It is bad. Don't get me wrong, this perk can be very powerful on other weapon types & situations, but it is absolutely NOT the play here. Instead, new friend High Ground is the only good option. Simple dmg boost, requires very little to trigger, and powerful. Pair it with Rapid Hit or Keep Away to make it pew pew better. Btw, you want big mags on the second column. Test it out yourself as mag sizes still have display bugs at this moment.
Ok, general PVE. What a monster of a gun. High Ground is still viable for how simple it is to trigger, but Destabilizing is so fun and powerful to play with. Repulsor Brace is the obvious good combo with Destabilizing, and Discord is both fun and strong. Keep Away and Surplus for whoever likes it. This gun has quite some build potential with void hunters or titans that can utilize destabilizing.
Now PVP. For 3rd, Surplus is decent, and Keep Away can be helpful. With a high natural handling on rapid fires, you can push handling quite high. For 4th, it has old powerful Opening Shot. It does not have Snapshot, so RIP Persuader……
Oh wait. You are telling me that High Ground still offers a 10% dmg boost in PVP? Does that mean…………Yes! You CAN kill someone with 2 body shots. Need to be honest man, I don’t really want to share this with you. But there you go.
As I am writing this, High Ground is one of the least popular perks. I wish to see a rise in its popularity as people realize its beauty. It’s so elegant and powerful that it can make Obiwan come and never use his lightsaber ever again.
EDIT: As I come back to my review in season 23, I need to point out that bungo just nerfed body shot damage for all sniper variants. Now, active High Ground no longer guarantee a 2-tap bodyshot kill. It is possible only for enemy players with very low resilience (about t2).
