Grants a scaling buff to Handling and Accuracy as your Shield Health drops below 40 and reaches maximum strength at 0 Shield HP.

Buff at maximum strength grants:
• 30 Handling
• 40% decreased Accuracy Cone Size
• 17% decreased Accuracy Cone Growth

The buff linearly scales from 0% at 80 Shield HP to 100% at 0 Shield HP (Critical Health).

It initially triggers as you drop to 40 Shield HP — giving you 50% of the maximum buff. However, as you regenerate your Shield Health, the buff will still remain until you reach 80 Shield HP where the benefits scale down to zero.

Probably the best of the "when low on health, you get a bonus" perks. Most of them are viewed with hesitation (Pulse Monitor) or outright disdain (Underdog), but Eye of the Storm beats them hugely. The reason is twofold; it has the most applicable bonuses (up to +30 Handling, -40% maximum spread and -17% reticle boom rate), and the most forgiving health thresholds (effects start below ~150HP, 3/4ths of your health, and maximize when your shield breaks, approximately ~1/4th). As a result, Eye of the Storm's bonus is both the most practical and - since your health is always in flux during gameplay, since Destiny uses the Halo-style "low health that quickly regenerates after not being hit long enough" health system - almost always active. Not always at full strength, but said full strength state is *also* very safe, being reached when your shields are broken. All in all, it's not hard to see why this perk is so popular.

The only reason I'm not giving it 5 stars is just because it's more useful in PvP than PvE. While, true, it *is* perfectly usable in the latter - in fact, it's probably safer to maintain over long periods of time in low and medium level PvE content, unlike PvP, where all your opponents can kill you quickly - it makes much less of an impact. Increased Handling and better accuracy are always good things, but they're less important in most PvE activities.

As a very powerful perk said by Drewsky, this perk should honestly be present in more guns besides Hawkmoon.

I did not know how great this perk was, and kept away from it when farming for guns. But once i gave it a try its become of one the best perks for pvp
