Lets go perk by perk. Heal Clip is the big standout, allowing you to self sustain off of kills and heal your allies while you're at it. Its even a decent pick in PvP, allowing you to immediately heal after a gunfight. Attrition Orbs is a new perk, an interesting one that generates orbs off continuous damage - very useful in the wake of the ability nerfs, but only testing can tell if its worth the hassle. Feeding Frenzy is the classic perk, almost capping your reload speed after two kills. Loose Change is - shockingly - actually viable here, because Incandescent is in the other column, making it very easy to proc that +50 reload. However, it only has 1-1.5s of duration over Feeding Frenzy, and that works regardless of Column 4 perk and only needs a second kill to match or surpass it. Shoot to Loot is a niche choice, but a decent one, allowing for a more campy combat style of grabbing stuff from a distance. Air Assault is a PvP perk, through and through - if you like shooting from the sky, use it. Slickdraw is probably a miss - the auto-aim loss is probably more of a detriment than a help in PvP.
Now, onto Column 4. Incandescent is the obvious winner - hyper-synergistic with Solar builds, arguably a better Dragonfly, it's just great. Headseeker is THE PvP pulse perk right now, allowing your bodyshots to enhance your headshots and likely shorten your TTK (the aim assist is also real nice). Golden Tricorn is an insane damage buff that is limited by your ability to spam abilities - indirectly nerfed by the recent changes, but every class has an ability-spam build (Bonk Hammer, Sunbracers, Calibans) so you can make it work. Deconstruct is a new perk thats a little odd. Not sure how viable it actually is, but its here if you particularly despise vehicles and constructs. Disruption Break pairs excellently with a strong Kinetic special like Izanagis, especially since it works on Barrier champions (and this season has an artifact perk that lets solar weapons proc Radiant off precision hits). Moving Target is another solid PvP perk for neutral game, and Harmony is a bit more niche but can work in some special oriented PvP builds.
Overall, this gun is incredibly good for a reprised gun, I am so happy its back. Take Incandescent plus a perk of your choice for PvE most likely, and use Heal Clip + Headseeker for PvP. Glory to the Sol Divisive.
