It's definitely better in PvP than it is in PvE, but that tends to be a Fusion Rifle thing, not a Techeun Force thing.

Under Pressure Rangefinder sounds like it could do some serious damage. I have snapshot rangefinder and it can kill from really surprising ranges if you control the recoil well.
It can roll almost no bad perks, with Threat Detector just being *okay* i guess.
For PvP however, there is a better (more consistent roll) in Under Pressure & High-Impact Reserves. Not that you cannot melt with the previously mentioned double-stacked damage perk roll, just the second is more consistent and forgiving without any other requirements (besides having low ammo in the magazine). I'd even say this could compete with Main Ingredient with similar rolls if it weren't for the Main Ingredient having a better scope option (increasing zoom by 2) and more range & stability no matter what you try to do with the Techeun Force. Techeun Force simply has the ability to have a 100 recoil which the Main Ingredient can never acquire but you lose out in those other areas. Recoil technically wouldn't matter to a fusion rifle aficionado as they would be well experienced in dealing with handling the weapon when fired and it's in the precision frame archetype so it's more vertical anyway.
You do get to choose between 3 options if you're lucky for the barrel. I have Chambered Compensator, Extended Barrel, & Hammer-forged Rifling and prefer Extended Barrel to the other two as a way to add range AND recoil direction at the same time. If you have a hard time with hitting targets at a distance just instead stay within a good range and work on stability instead. Enjoy!
Also this thing has very very few "bad rolls" due to its small perk pool. the only ones i wouldnt recommend are back up plan and threat detector, its an adaptive so concerns about charge time are not really that big of a deal particularly if you are precharging. i use this things super well as an anti shotgun ape weapon and my roll will be futureproofed for future zoom changes which will make rangefider which is right now at hte time of this review probably the best 4th column perk be perhaps the worst. if you want to have fun in 6s getting nasty chaings with the abundant special ammo go for the double damage kill clip rampage and have fun, in 3s i recommend the under pressure rangefinder (until the nerf) or under pressure high impact reserves, if you are using it a oh shit weapon maybe snapshot backup plan works (with something like ophidians) but you will have to hit your bolts to one shot.
PvP though, I rolled one with max range, and has since replaced my sunsetted Erentil. I rock with high-impact reserves to catch up with the archetype damage.

Under Pressure/High-Impact Reserves is also a really good roll, albeit that's a bit easier to find. It is also a rare gun with third-column Kill Clip, which can be a reasonable pairing with Rangefinder as well I guess. Personally I'd rather take the consistency perks on a special weapon.
Outside of UP/RF or UP/HIR, you probably want either stability or range (depends on input device among other things), and the 60 recoil direction is a perfect candidate for a counterbalance mod. Whether bringing that up more with a barrel perk is worthwhile, I'm not qualified to answer.
In PVE, don't bother. There are tons of fusions out there with way more cracked perks than what Techeun Force can bring to bear. Anything with Chill Clip, anything with Reservoir Burst, even something like a Lead from Gold/Vorpal Cartesian. Midha's Reckoning with the Reservoir Burst/origin perk combo, or with Golden Tricorn which is about as strong as damage perks get. It's not that you CAN'T use Techeun Force, but there's just better options. Maybe you could justify Kill Clip/Rampage? But you'll run through your ammo so fast and have slow reloads.
