This perk is underrated. While mostly overshadowed by other damage perks, its main strength is the fact that it's basically free to activate - no "kill an enemy", "kill multiple enemies", "get X amount of headshots", "deal damage with another weapons", none of that - which can be important in some situations. This strength becomes significantly less situational with weapon types or other perks that allow you to stay under half-mag for longer. Fourth Time and Triple-Tap are a match made in heaven with High-Impact Reserves, and both Aggressive Scout Rifles and all Shotguns can just have their reloads stopped halfway when they get half their mag back, letting you keep the damage bonus. HIR also has the niche strength of making capacity-boosting mags and mods more desirable, which often aren't, since a bigger base magazine size means more bullets can be fired below the halfway mark and get the damage bonus. Yes, Extended Mag may be worth it for once, as long as you can foot the reload speed penalty.

Also, this has got to be the perk with one of the best Enhanced counterparts in the game. While most are just tiny changes like "effect lasts 0.01 seconds longer" or "gives +5 to one stat", Enhanced HIR changes the activation threshold from 50% of the mag gone to a mere 25%. Depending on the weapon's magazine size, this can be a very noticeable sustained DPS increase.

Good Perk, outclassed by other damage perks. would be good if it got a buff for PvE and PvP,

IMO from PvE 30% to 60% on the final shot, and PvP 4% to 8%

It does not scale from 12.1% to 25.6% in PVE for LFRs. It goes from 12.1% to 20.5%. It works very strange on LFRs it actually may be bugged because the final two shots hit for ~20% each even though I believe the final shot should hit for the intended 25.6% as written.
