Roll you want is Jagged Edge, Swordmaster's Guard, Slice, and either Surrounded or Whirlwind Blade. Slice is going to debuff the damage enemies do to you by around 30% because that's how sever works, Surrounded will give you up to 40% increased damage if there are ads, Whirlwind is 30% increased damage for sustained damage.

Titans: Use Arc with Thruster + HOIL for uptime on Slice, or Banner of War with Stronghold for increased sword damage and health recovery on blocking
Hunters: You can do Acrobat dodge for Radiant or Decoy Dodge, but your Exotic choices are Bombardiers, Radiant Dance Machines, or Sixth Coyote. You can also just use big super damage exotics too (ex. Celestial Nighthawk, Stareaters, etc)
Warlocks: You're gonna want Empowering Rift paired with Sanguine Alchemy, Mantle of Battle Harmony, and Vesper of Radius while on Strand.
Weapons: Pair with Witherhoard and an auto-loading energy Wave frame/Shotgun.

We've waited two whole years for new Caster Frame swords, only having Arc and Solar, with one being a Trials weapon... and now we get two in one season. Would be a lot nicer if Caster frames were more meta (Bungie buff this archetype please).

Setting aside viability compared to other Sword Frames, Dragoncult Sickle is our first Strand Caster Frame sword, and our second Strand sword period after Vortex Frame Thin Precipice. It has some interesting options to it, but I'm just going to say it now - don't use it in PvP unless its for the meme. When it comes to PvP swords, Eager Edge rules over all others by virtue of swords being a one-shot and Eagers offering insane lunge distance with better ammo economy - wasting all your heavy on a ranged attack that probably won't even hit is not a good idea. Plus this sword has no perks that stick out as being PvP-focused, so stick to PvE on this one.

As for PvE.... this is the best Caster Frame hands down. From Column 3 comes standard sword perks like Asssassins Blade, Duelists Trance (which can be nice if you like spamming the projectile heavy), and Tireless Blade (if you intend to do some add clear). Other options include Demolitionist (the classic utility option), Unrelenting (meh) and new perk Slice, which might actually be the play here. Sever is a whopping 40% reduction on PvE target's outgoing damage for 10s (15 with the extension Fragment), which will massively boost your survivability as a close-quarters weapon type, especially if you build into spamming your class ability. As for Column 4, you have options like Chain Reaction (for explosive add clear), Hatchling (for less-explosive add clear - stick to Thin Precipice for Hatchling shenanigans methinks), Attrition Orbs (interesting but probably better on a Primary), Golden Tricorn (a big damage buff but not really sustainable), Surrounded (your real best damage perk - if you can get it to proc) and Whirlwind Blade (the old reliable 30% damage buff - just hit it enough times).

Your options for PvE therefore tend into two categories - add clear or DPS. For add clear, consider Slice or Tireless Blade paired with Chain Reaction or Hatchling; for DPS, pair Slice (Duelists Trance is a very iffy maybe) with Surrounded or Whirlwind Blade. This weapon can do solid work in both categories, with the projectile cast being a useful ranged option if not the best for DPS.

In summary... Bungie please buff Caster Frames. This weapon has a lot of things going for it that would make it an excellent sword, but Caster Frames in general are less viable than every other Frame, even basic Adaptives. Hell, while you're at it buff ALL projectile-based swords - goodness knows the likes of Black Talon and Heartshadow could use a shot in the arm. If this frame type ever hopes to stand in the big leagues, they need at least more damage and probably better ammo economy on their heavy projectile. If this Frame type were good, the Dungeon loot pool would probably be better than average (ignore Naeem's Lance. This Dungeon only has 3 weapons in it.) Alas, for now this is just a solid weapon outclassed by other Frames. Go get a god roll and await the possible future buff.

Reasonably speaking, rating it entirely on it as a sword (swords need love)

It's pretty good, it has arguably the best possibly perks it could get. The issue is that it falls behind in DPS to Vortex, and without a Vortex with DPS rolls this is the best in class for both castor and strand swords. It has even better ad clear perks, which arguably it will excel in even compared to Vortex.

Swords do need an overall buff, outside of Lament they're kinda weird, but there's no problem with using this as a (strong) alternative to a legendary sword atm.

I got an interesting roll with Assassin’s Blade and Surrounded. If you can get both to procc, it’s a 50% damage buff for 5 seconds. It’s great at melting majors in ad dense encounters, but nearly impossible to sustain for most dps phases. I like seeing caster frames make a comeback though. I’d love to see a buff so I can pull my Sola’s Scar out of the vault!

Currently the best PVE Damage dealer in the game when paired with Izzy's burden. New 160% buff goes crazy make sure to get it with surrounded or whirlwind blade for best results. trust me, its better than Apex

it can get the old sola's scar roll which is nice, but at the end of the day its still a caster frame sword in a sandbox where they aren't particularly good.

Slice and whirlwind blade might be neat to do damage and take less damage... If it wasn't a caster frame. I WANT to love this sword so bad cuz I love caster frames in concept but oh man they need help

Despite being a fan of this archetype, I doubt it would be anything groundbreaking. None of the perks on this weapon really boost it's usability, even attrition orbs, which I thought would have some synergy with attrition orbs due to how to projectile lingers in place and continuously deals damage after detonation only generates one orb, which gives a laughably small amount of super energy on pickup. Really not worth using at the moment, sadly.

Looks cool as hell though.

Very happy to finally get a new caster sword after all this time, and Im happy with it.
Many don't regard casters as good as other swords, but then they only care about one thing on a sword so Ill answer the question
Does it have a better dps against a single target or better ammo economy? Short answer is no and if thats all you care about then move on.
For those left who are smart, at least enough to question if thats all there is to consider about swords, then the long answer is: No but thats a cost of having a more flexible heavy weapon.
Swords and (also glaives) grant you a forward facing shield that grants alot of dmg negation, and in higher end content like Dungeon and Nightfall, that's valuable.
And having that and a form of ranged dmg in one package is also great, and even more if it synergies with your subclass element, which strand has been lacking unfortunately until now.

This sword with slice can provide a nice debuff that can help you survive close encounters on with particularly damaging backhands that put you in the red. Shame it doesn't also have energy transfer
That said, if you still want damage, this sword can roll with 2 at once. Assassins blade and either surrounded/GoldTricorn which would stack multiplicatively with each other.
