The tried and true lethality perk. You can never go wrong with Kill Clip.
Edit: It’s worth noting that as of Season 19, Kill Clip can now be refreshed without stowing your weapon, but its damage buff has lowered from 33% to 25%. Honestly? Still a go-to.

Top tier perk.
Kill Clip + Outlaw are a match made in heaven.
Taking a BXR-55 BATTLER with Arrowhead Break / Accurized Rounds / Outlaw / Kill Clip into the Crucible = Pure bliss.

It's still great but now it's more a PvE perk due to being able to endlessly refresh the perk.

For PvE the damage buff is good but annoying to keep up without anything to help with the reload, be it another perk on the gun or something else, like solar hunter, an exotic or simply loading mods. You're better off with rampage or something like that.

For PvP I cannot comprehend it's fame. Maybe it's because I don't play normal crucible enough, where people are just kinda running around, but I just do not see the scenarios where it's useful coming up often. For this to work you need to have a very specific scenario:
At least two enemies nearby. You have to kill one, reload, and be ready to duel with another, all within 7 seconds. So you need to win a 2v1 or be lucky and find an enemy within 6 seconds to have a chance to use it.

I dunno, my mind just turns blank whenever I try to imagine a scenario where this is useful. My go-to PvP weapon is currently Elsie's Rifle with Keep Away and Headseeker.
